Why credentials matter here
- A credential reference is a required input to any professional-approval attempt on the Phase 3 validation pages. Without one, approval is blocked (MISSING_CREDENTIAL).
- System administrator accounts do not automatically carry professional approval authority. An administrator must still hold and declare the qualification a given case requires, or approval is blocked (SYSTEM_ADMIN_WITHOUT_PROFESSIONAL_AUTHORITY).
- Self-review — the same person recording both the independent result and the approval — is not permitted (SELF_REVIEW_PROHIBITED).
- Any approval recorded in this environment is a CONTROLLED UAT electronic approval record, not a qualified digital signature, and this software never claims professional approval on its own behalf.
